Fewer than one in four students finished high school, and for most families, higher education seemed out of reach. Harris Rosen, a self-made hotel mogul who grew up poor in New York City, visited the area and saw more than statistics. He saw children with untapped talent and families yearning for a chance.

Instead of donating a one-off cheque to charity, Rosen launched an experiment few had attempted before. He pledged to support children in Tangelo Park from preschool through higher education opportunities. He started by paying for free daycare and preschool for every two-, three-, and four-year-old in the neighbourhood. He also funded parenting classes and resources, knowing that children succeed best when their parents are equipped to guide them.

Then came the most radical promise of all. Every high school graduate in Tangelo Park who was accepted into a public college, university, or trade school in Florida would receive a full scholarship. That meant tuition, books, room, and board — everything covered, with no strings attached.

Families that had never dreamed of university watched their children walk across graduation stages. More than 190 young people earned full scholarships thanks to Rosen’s promise. The local elementary school, once struggling, started earning top marks on state tests. Crime fell, property values tripled, and a renewed sense of pride swept through the community.

Born into a working-class family in Manhattan, he knew what it felt like to have little.
